WALNUT CREEK, Calif. — Brown and Caldwell is proud to announce two Sacramento Regional County Sanitation District (Regional San ) EchoWater projects have won multiple awards: Nitrifying Sidestream Treatment (NST) and the Bradshaw Equalization Structure Pipeline (BES).

NST has received the following awards:

BES has been recognized by:

    • APWA Sacramento Chapter 2021 Project of the Year award (Category: Environment)
    • ASCE Sacramento Section 2020 Outstanding Water Award
    • ACEC California 2022 Engineering Excellence Merit Award (Category: Water & Storm Water)
    • CWEA Sacramento Area Section 2021 Engineering Achievement Award (Second Place)

The accolades add to a growing body of industry-lauded achievements for the Northern California EchoWater Program. Specifically, for NST and BES, the awards noted the water infrastructure improvement projects for innovation, design, complexity, achievement, value, and contribution to civil engineering.

NST

The $46 million NST facility project, which began in 2016, intercepts and treats Sacramento Regional Wastewater Treatment Plant’s internal recycle flows, reducing ammonia by converting the compound into nitrates using biological nitrification. The nitrate-rich effluent is then conveyed upstream where it is used for odor control.
As program manager, Brown and Caldwell developed and tested the innovative approach to create nitrate-rich effluent to control odors and nearly eliminate the use of 30,000lbs of chlorine per day. With results from the testing, BC and our JV partner created the basis for design and led a collaborative team of Carollo (designer) and Flatiron West (contractor).

BES

A component of NST, the $1.2 million BES project comprised an 8-inch nitrate flexible pipeline installed partially through an existing storm drain system within a constrained site. The pipeline was located in a wetland area with endangered species present as well as regulated levees and railroad crossings.

The firm helped lead program management and design as part of the Brown and Caldwell + HDR Joint Venture. Preston Pipeline served as contractor and Sacramento County Construction Management and Inspection Division provided construction management.

A sustainable future

Regional San, a Sacramento, Calif., wastewater conveyance system and treatment plant utility that serves a growing population of 1.6 million, is a leader in environmental stewardship. NST and BES are a part of its historic $2 billion EchoWater Program, a massive sustainability undertaking that aims to take wastewater treatment to the next level by producing cleaner water for discharge to the Sacramento River and for reuse as recycled water.
