The purpose of this paper is to discuss the technical evaluation and major components of the Hedges Creek subbasin management plan. The planning methodology included; characterization of the subbasin regarding engineering, hydrologic, and facility information; inventory of the sensitive lands and pollution sources through field review supplemented by aerial video plus 35 mm standard and infrared photography; hydrologic (HEC-1) modeling and hydraulic analysis of the major drainage constraints and facility options in the subbasin; evaluation of pollutant reduction facility (PRF) options and pollutant transport implications assuming various development levels and best management practice (BMP) combination; evaluation of the alternatives for future water quantity and quality management options.
