In the past, water engineers and planners had to rely on estimates of water use based mostly on laboratory tests of low-flow fixtures. These estimates span a range of 300 percent, causing confusion and a general lack of confidence in water conservation techniques. With the completed US Department of Housing and Urban Development projects as a basis, water planners can now calculate the benefits of water conservation programs with more confidence that predicted savings will be realized.
