The purpose of the Phase 1 infiltration/inflow analysis is to determine by a “desk-top” analysis approach that the infiltration/inflow entering a collection system is not excessive. Excessive infiltration/inflow is defined as that portion of infiltration/inflow that can be eliminated by sewer system rehabilitation at a cost less than that required for its transport and treatment.
