Cities nationwide are under regulatory pressure to upgrade local stormwater utility programs to comply with increasingly stringent NPDES permits. For most, this means expanding existing services beyond street sweeping and catch basin cleaning. Now cities are implementing an assortment of pollutant abatement measures, developing and enforcing best management practices and conducting pollutant remediation actions. Unfortunately, financial support for small stormwater programs has typically come from general funding or transfers from water or sewer utilities. These revenue sources are starting to look thin as the service requirements grow. Change is needed!
