The Orange County Sanitation District (Sanitation District) is undertaking a capital improvement program to provide secondary treatment for a portion of the wastewater flow at Plant No. 2, Huntington Beach, California, which has historically received chemically enhanced primary treatment and disinfection prior to discharge to the Pacific Ocean. The design of a new 60 MGD Trickling Filter/Solids Contact process (Project P2-90) at the Sanitation District's Plant No. 2 was completed August 2006, within an aggressive schedule dictated by an EPA Consent Decree. While schedule compliance was the key driver, other objectives including stakeholder involvement, cost control, quality control and meeting the needs of the end user were also addressed by rigorous adherence to proven project management practices. This paper describes the project management practices that were utilized to meet or exceed all project objectives and to address the regimented capital planning protocol of the Sanitation District.
