Dramatic increases in the cost of energy and their expected continuation make energy efficiency an important consideration in selecting major equipment. Ideally, purchases of equipment would be based on a thorough engineering economic analysis of first costs and projected operating and maintenance expenses. However, most public agencies are required to award contracts to the bidder with the lowest purchase price. Unless the bidding documents specify minimum efficiency and incorporate maintenance costs, the awarded contract will leave the agency’s costs for operation and maintenance unchecked.
