States and countries must have engineering support to obtain the correct environment for people and industry. Puerto Rico has adopted a solid waste management and resource recovery plan that encourages industry and jobs by building and operating waste-to-energy plants. The islandwide resource recovery plan is intended to serve as a tool to guide solid waste facility implementation by the Government of Puerto Rico. The plan was originally conceived to determine how the Government could effectively solve the landfill disposal crisis in Puerto Rico, but the cost of energy shifted emphasis toward the development of resource recovery facilities.
