The Coosa Basin Nutrient Trading Framework is a feasibility study for water quality trading in Georgia. It is the first basin wide evaluation of water quality trading in the state. This management technique may help NPDES permit holders save millions of dollars to meet total phosphorus permit limits. However, unlike water quality trading in other states, the Nutrient Trading Framework proposed in the Coosa Basin is simple to implement. This project demonstrates that regional trading frameworks do not have to be extremely complex, expensive, and time-consuming. Simple tools and assumptions were developed, existing BMP efficiency data was used, and a proposed trade was presented to the state regulatory agency. Poultry litter export from the watershed was found to be the most cost effective BMP to remove TP from the basin compared to total phosphorus reduction at a wastewater facility.
