This paper will focus on addressing the potential institutional barriers of inter-agency/utility resource planning efforts as they relate to the implementation of BMPs. The authors believe that inter-utility coordination can be highly beneficial in many instances, but requires sensitivity to institutional barriers that must be recognized and overcome.
