On June 21, 1994, the Bay Area Air Quality Management District (BAAQMD) officially reached attainment of the National Ambient Air Quality Standard (NAAQS) for ozone. Attainment was accomplished, in part, through adoption of control measures to reduce volatile organic compounds (VOC) and nitrogen oxides (NOx) emission from existing facilities. This paper presents a summary of Title I type regulations already implemented at petroleum refineries and chemical plants in the San Francisco Bay Area. From an industry perspective, these regulations are evaluated based on implementation costs, emission reductions achieved, and the overall sensibility.
