In 1992, the Municipality of Metropolitan Seattle initiated a twenty-year capital planning process for the future design and construction of its wastewater treatment facilities. The total costs for these capital improvements are estimated at close to $2 billion. (In 1995, Metro merged with King County and has now been officially renamed the Metropolitan Services Department of King County, referred to hereafter as the County.)
