Since Public Law 92-500 was passed 10 years ago, public bodies have been able to get 75 percent grant funding for almost any sewage treatment plant construction project. Whatever your opinion may have been about the Federal Grant Program, it now appears certain that future levels of grant funding will be much lower. This means, inevitably, that future wastewater treatment plant construction and expansion projects must be financed primarily with local funds. Those of us who have been in the business for awhile can recall that virtually all wastewater treatment plants were built with local money until about 20 years ago.
