The theme and purpose of this paper is to explore when and why it is desirable to charge different rate levels to different customer classes based on cost of service. There are physical, economic and institutional reasons why rates should differ between customer classes. This paper is oriented towards analyzing the institutional and economic difference between inside city and outside city customers of a municipal water system.
