The City of Syracuse has approximately 164,000 people and is located in Onondaga County, New York. Approximately 40 percent of the City's 16,600 acres are served by a combined sewer system. Each of the 66 combined sewer overflows (CSO) discharge into one of three receiving streams that are tributary to Onondaga Lake. Onondaga Lake has become a topic of national interest as one of the most polluted lakes in the U.S. After a period of more than 30 years of evaluating the CSO problem, including demonstrating various abatement technologies, characterizing the sewer system and receiving waters, implementing a BMP program and performing extensive cost/benefit analyses, a comprehensive CSO abatement program for the City of Syracuse is underway. The cost of the program is estimated at $144 million.
