Water and wastewater utilities will be facing significant challenges moving forward into the 21st century. These challenges include competition from private companies, maintaining compliance with increasingly stringent environmental regulations, financing infrastructure improvements, and maintaining competitive utility rates. Essentially, a public utility must “do more with less”. To meet these challenges, the Miami-Dade Water and Sewer Department (WASD) has performed benchmarking of their wastewater collection system.
