Eagle River Water and Sanitation began a process to enhance the training of its operations staff in April of 2009. The district is located in the Vail Valley approximately 100 miles west of Denver. The area is well known for it’s high mountains and many ski areas. Due to the area being extremely popular the housing values make the area very expensive to live in. Due to the high cost of living a problem exists at the district in retaining employees. Often times an employee may stay only 2 or 3 years and then leave for another municipality where the cost of living is less expensive. With this problem occurring on a routine basis the management of the district began meeting with Brown and Caldwell staff during the summer of 2008 to discuss the development of a training system, which would allow the district to retain, it’s knowledge base of it’s staff while ensuring proper training of it’s staff members. In April of 2009 Brown and Caldwell staff met with Eagle River staff on three occasions to begin establishing a system to meet the districts needs. It was decided that Brown and Caldwell would use it’s on-line operations manual as the device to document the districts procedures and to establish a one-stop shopping area for knowledge of the districts three wastewater plants. The district has three wastewater treatment plants, Avon, Vail and Edwards. These three plants treat varying flows and have similarities but also major differences. The Vail plant does no solids treatment and has no primary clarification. Edwards and Avon both process biosolids. All three plants have issues throughout the summer and winter months as the resort areas fill up and empty based on what is happening at a given time. Operations will vary throughout the year based on changes in loadings to each plant.
