CITY OF PHOENIX INVESTIGATION PROGRAM The City of Phoenix Waterline Investigation Program was initiated in 2003 as a proactive program to identify the condition of the City’s large diameter transmission mains. Although the City had never had a PCCP failure, other high profile pipeline failures in Arizona and across the country identified a desire to investigation to identify pipeline condition. Brown and Caldwell was initially contracted by the City to: • Inventory all large diameter pipelines • Collection of background data including plans, as-builts and shop drawings from the City and the pipeline manufacturer. • Review emerging technologies for condition assessment • Evaluate alternative pipe materials and standards for future pipeline installations The City was primarily concerned with the condition of the Prestressed Concrete Cylinder Pipe (PCCP) as many high profile catastrophic failures of this pipe material had been noted in other parts of Arizona and across the country. Preventing failure and maintaining service were identified as primary concerns for the City and issues that would need to be addressed under the investigation program.
