Upon publication of EPA’s CFR Part 503 regulations, the City of Wichita, Kansas began the planning effort to comply with the new regulations. The City was also concerned about their biosolids program in 1992 which had resulted in four years of biosolids being stored at a treatment plant site due to the absence of an approved disposal or reuse method. The City began a planning process in March, 1993 to address the biosolids issue.
