This paper discusses the liability exposure of participants in the construction process and proposes a refinement of the specification of submittals to reduce that liability exposure. Submittals and the submittal review process, like punch lists, have subjective definitions. After objectively defining both, as well as the function of a submittal, the submittal can be reduce liability exposure of participants.
