For nearly 20 years, advocates of resource recovery have pointed out that there is gold in garbage. Starting from a few prototype projects with mixed reviews, a growing number of U.S. communities are adopting resource recovery as a way to counteract the rising costs of solid waste disposal. Many community leaders, however, want answers to a number of questions before they commit their communities to resource recovery programs.
