It is well-known that groundwater underlying some refineries contains petroleum products that cause groundwater contamination (GWC).1 Over the past 20 years, when groundwater contamination caused problems for refinery neighbors, refineries on their own volition have usually taken the necessary steps to reduce and contain the problem. Typical refinery practice is to be a good neighbor.
